Pause before computer will turn on

My computer's developed a strange problem recently, it works absolutely fine once its on, but there's a couple of minute gap after you turn the power on at the wall during which it won't turn on. It's only started recently, its not something I've ever come across before, and I can't work out how to search for it on google without getting a whole load of unrelated stuff, so anyone have any ideas what might be up?
 
power supply is a PC Power and Cooling Silencer 760W PS, motherboards a MSI 990FXA-GD80 AMD 990 FX, processor both just over a year old. Only older part is the two year old Athlon II processor.

I'm going on the theory that its the power supply, given that the computer turns on fine as soon as the motherboard LEDs have turned on, it just seems to be a bit strange that it works perfectly except for that delay.
