It's not, since the "refresh" simply has a bundled Asus 3.1 card. Something which I'll have for sale shortly anyway. Seems silly to have two identical boards listed at the same time.
 
Honestly, USB 3.1 is currently a bit pointless but I'm still a bit disappointed that Asus didn't follow MSI's lead and put it properly on the board.

Depending on your VGA/add in configuration and your CPU, you should consider whether the USB 3.1 card will use PCI-Express lanes that are needed for other devices.

If you want the card with this board then it's probably best to get the bundle, however, please bear in mind that the bundle is more expensive, although, I believe, still a little cheaper than buying the card separately.
