PAYG SIM with no expiring credit

I am looking for a pay as you go SIM which has credit that does not expire after a month, for an emergency phone. Are there still SIMs/packages which once you have loaded some credit, you only have to make a creditable call/message every month or so to keep it active?
It is for my mum to use for emergencies when she is out, so we can call her if needed. She never really uses a phones

No idea what else is out there that might be cheaper, but I'm on Three PAYG, which used to be 3-2-1 (pence per minute call, text, 1MB data) and has risen sharply in the last couple of years to 35-15-10.

IIRC one call or text every six months keeps credit valid.
