PayPal payment question

Sold an item on eBay, buyer has paid but PayPal is showing me this message:

Payment for this transaction has been completed. It is in your pending balance and, if there are no problems with the order, the money should be in your available balance within 21 days. This will help us continue to provide a safer way to buy and sell.

Since when does this occur? I usually have access to the funds as soon as the buyer has paid for it. I'm running short on money at the moment and needed that so that I can actually afford to send the item in the first place. :rolleyes:

I'm guessing I'm screwed then?

I think that the payment being released is triggered when positive feedback is received.
 
Is that a new thing? I'd understand doing that on new seller accounts but I've been using eBay for almost 10 years and have never had negative feedback. What an unnecessary pain in the neck...
 
I've had that recently too. I've heard that if the vendor provides delivery proof; or the buyer gets in touch with Paypal to say the item's been received then the funds release immediately.
 
I think I've had it a couple of times over the years, seems random. Although I've no doubt that someone will be along soon to tell you that he kept getting it so he shouted at Paypal and it's never happened again since then.

For some reason, protection against money laundering is in the back of my mind.
 
i had this years ago, i think it was a mobile phone i sold,
as mentioned above, the funds get released when positive FB is left from the buyer

When's the last time you sold something on ebay?
 
It usually happens when you sell something high value after a while of inactivity. Although some eBayers just sell a few low value items before to get around that.
 
It's an anti money laundering thing - random payments are selected for checking. You just got unlucky this time.
