Paypal playing up?

I'm getting this error message:

We are sorry, we are experiencing temporary difficulties. Please try again later. If this error occurred while making a payment, avoid duplicate payments by checking your Account Overview before resending a payment.

Message 4001


when I try to log into Paypal. Is it just me (or am I on my own again) or is anyone else getting the same problem?

I'm guessing it's paypal and not you seeing as it says "We are experiencing temporary difficulties"...

Damn, it looks like my account's been limited because I didn't agree to the new User Agreement. I can't see how to agree to it now either
