If i pay for an item using paypal for goods outside of ebay and have a problem, do i have the same protection as if the item had been listed on ebay? If not what protection do i have?

PayPal isn't JUST for eBay, in fact eBay only bought it because it was so popular. So you should have all the same protection. Afterall, its not eBay who is offering the protection, its PayPal.

The T&C's start: General. PayPal Buyer Protection is designed to help buyers recover funds from eBay.com, eBay.ca, eBay.co.uk, eBay.de, eBay.fr, eBay.it, eBay.au, eBay.be, eBay.nl, eBay.at, eBay.ch, eBay.es and eBay.ie sellers who do not send the promised goods, or who deliver goods which are 'significantly not-as-described' in the listing, as defined in section 4.a.2, below.

Is the seller a verified user? I can't remember exactly what it's like for buyers but there is a seller protection policy so buyers may have something similar.

There's also the Paypal resolution centre which you can use to file a claim - they're actually pretty good, although quite slow.

Buyer Complaint Policy

PayPal's Buyer Complaint Policy covers:
  • An item that you paid for but never received
  • An eBay item that is significantly different than what was described in the listing
Guidelines:
  • You used PayPal to pay for your purchase
  • Your purchase is a tangible item (physical goods that are delivered to you) Services and intangible items are not covered
  • Your claim must be filed within 45 days of payment
  • The item you purchased was never received. The Buyer Complaint process only covers items that were never received
