pc beeps and wont start windows

I just bought new skylake system with z170mb. I bave issue with start up. At first it was giving constant beep or wouldnt do nothing at all. I unplugged one 4 pin and then replugged ram. Now it gives one short beep, but restarts on windows loading screen(windows 7) and beeps again. I can acces bios without any issues. So i reinstalled windows and it beeps again at start, but managed to enter windows. Windows is very slow and weird, for example my moise dont work, land doesnt recognize plug, windows are blurry and messy, at bios when switching tables also is really slow, mouse cursor moves like in slowmotion 5fps.

I dont know what to do, may it be psu issue? It has 4 pin cpu connector instead of 8 pin required, but that wouldnt start at all if this was a case, right?

Do a reinstall if you've done a major change of parts.

I had similar issues in the past a few things I would check,

check the graphics connectors and cables ?
if it was water cooled check if you have spilled any coolant.

You said you reinstalled and a fresh Windows 7 will certainly have some problems to start, you will need to download all the right drivers and then peripherals and graphics should be a lot better.

Is the HDMI/monitor cable plugged direct into the GPU and not the onboard graphics card? You could disable the onboard one via the BIOS, sometimes it causes problems if its active and another GPU is plugged in too.
