PC behaving strangely since adding TV card

I got a new cooler for my cpu and a TV card the Compro E700. After installing it all my PC sometimes fails to boot in to windows correctly first it seems to take a lot longer to boot up. Other times I get graphic corruption where the login screen normally appears. I get black and white squares slowly spreading down the screen instead after a while it just goes to blue screen and memory dump and shuts off.

Temps seem fine and everything looks good in the Bios.

My Spec 2x2Gb DDR2
CPU = Q6600
GPU = Nvidia 7900GTO 512mb
Mobo = Gigabyte GA-G33M-DS2R Micro ATX
Antec Earthwatts PSU 430
 
a psu like that is probably pumping out around 350w perhaps a bit more. Still with a GTX youd be looking at using around 380w anyway.

I wonder if it is the voltages are comign under to much strain and may be jumping all over the place causing it to be unstable. but this shouldn't be happening on boot and not because of a tv card, your pc would have had to have been on the edge before hand.
 
I just disconnected a 120mm fan, the front LCD and my DVD rewriter and my PC booted up almost like it did before the upgrade. Which kind of makes me think it's a PSU issue even more.

One thing I can try nowis connect my Enermax noisetaker 600watt psu up to this PC that should fix any power issues if that's all it is. I just never used it before because it means not been able to use the front LCD panel on the front of my case.
 
Can you move the TV card to another slot, this would hopefully change/resolve an IRQ conflict type issue.
 
does it work wirthout it plugged in? if not then its not gona be a psu issue. But like i said vefore it seems strange that a tv would push the psu over the edge unless it was already there. In which case when ever you stressed out your graphics card it should have started going funny.
 
You I've tried it without the card and even changed the PSU.

My computer seems to have been working fine for a while now but I'm still suffering with the long boot up.
