chances are they just turn every possible setting on your pc to the minimum, setting desktop wallpaper to a flat colour instead of a file etc...

any performance gain would be very minimal, chances are it wont even be noticible. Stability will hardly be improved since most systems are already stables (unless they use beta/untested software).
