PC Boot fail in different locations

Don't know if am missing something obvious here but I need some advice as its driving me crazy.

My mate’s pc refuses to boot in his house but when I bring it to my house, it starts first time no problems at all. I’ve tested the PSU with a tester at his house and it passes, also tried another PSU and the same boot fail happens. Checked all connections and there’s nothing loose, cleared CMOS and tested ram in all slots. Before I go ahead and test the other components, thought id check with you guys first.

The pc tries to boot, all fans spin up to full speed, hard drive spins up but monitor stays off. The hard drive LED stays solid for a few seconds then goes off, machine sits in this state until I switch it off, the graphics card fan also remains at full speed which usually drops after POST.

What’s strange is that the pc will sometimes randomly boot to windows usually after several attempts.

Yeh, that was my thinking too. Only time I've ever seen a similar issue was when a guy had too much running from one socket.
