PC Boot problems

Just lately I've been having an odd problem starting my PC. If I leave a DVD/CD in the drive the PC will not start it. It fires up the fans start, I get a single beep and then nothing, total silence. The system is not totally down as I have to hold the power button in for a few seconds as if I'm turning it off, then I can restart.

I have no problems starting it if there are no CDs/DVDs in the drives.

Any clues?
 
This shouldn't matter but have you set it to boot form the CD drive in bios? It could be that spinning up a CD immediately on boot may be too much for your PSU but really I'd be clutching at straws with those guesses.
