Pc Build Problems

I was wondering if anyone of you wise men could shed some light on a small problem of mine.. i upgraded my own pc,so i decided to use all the old parts to build a pc for my brother.I installed everything into the case,but when i power on the pc,i can get past the bios screen,but then i get this message:

PXE-E61 : Media Test Failure,check cable
PXE-M0F : Exiting Intel Boot Agent

Disc Boot Failure.. insert system Disc and Press Enter.

I've double checked the cables,which are new.. and i've tried it with two different Hard drives.. with the same results.

I'd be grateful for any ideas or advice on how to solve this problem.

It won't boot from the cdrom.. i've tried setting the boot order a few different ways,but still no joy.. but like i said,it doesn't seem to be detecting the Hdd,but it detects the cd drive?

No.. i've got no OS on the Hdd.. i formatted it.. but i've tried it with a different Hdd which as an OS on it,but get the same result.
 
I changed the jumpers to the correct places,and now it detects my Hdd.I've set it to boot first from cd rom but when i insert the os installation disc i still get the disc boot failure message?.. maybe my cd drive is faulty.. i'll try it with a different one. thanks for the help so far :)
