PC crashes under load but is still slightly responsive

Hi, recently I bought some RGB fans and since rigging them up after 5 minutes, sometimes up to an hour of gaming my PC just stops, freezes and I need to force power down to get it working again after turning it back on. Strange that sometimes during the crash my mouse is working, I'm able to click things such as icons, start menu etc however upon clicking anything, nothing is responsive. I thought my CPU being too hot was the problem, I replaced the thermal paste, same thing happened. I then thought it was my GPU, so I rolled back the latest Nvidia drivers and all was fine for about two days, however I bought a liquid cooler for my CPU and installed it Today. Idle temps are now 28-32c, (used to be 45+ and in game almost 70c but I imagine that now be less with the liquid cooler, I just can't really test it). 5 minutes in game and it crashed again. Can someone please give me some ideas? I'm not sure if you need my specs so I'll post just in case. The GPU is also around 70-80c while under load.

i7 4790K 4ghz (not overclocked)
16GB 3.2K Corsair RAM
Corsair VS650 PSU
GTX 1070
SSD/HDD
GA-Z97P-D3 Mobo

EDIT: Tested a game as sometimes it works and CPU temps 36c so that's great but, GPU is 82c which is scary.

What PSU do you have?

Corsair VS650 PSU (650 watt). I took my kids GTX 1050 Ti and put it in my PC to see if it's the graphic card and it now works perfectly, but that GPU doesn't require the 8 pin connector from the PSU. I really don't think it's the GPU I've never OC'd and it's only one and a half years old, the PSU is hitting 18 months old and I read my PSU is prone to failure
 
Motherboard bios upto date ? Although a Ryzen system in mine, I had similar types of freezing you describe and it was a bios fix that seems to sort it.

Although whilst I was having problems, the system was notably more stable when the memory clock speed was turned down to 2400 ... Maybe worth a try with that as a test.
 
I had a 650W Corsair gold PSU explode in my pc about three years ago. No exaggeration, it literally went bang. I got an Antec to replace.

I'm getting a 850w EVGA PSU soon, but until then I've unfortunately had to go with a new but the same PSU, I'm just glad I'll be upgrading in 2-3 weeks, I've heard and read so many horror stories about these PSU's.

I hardly ever update my motherboard as it rarely ever has updates to be honest. I'll try your suggestions Tomorrow, thank you for your help. I'll update this thread to let others know what fixed it to in case others in the future have similar issues.

EDIT: After building several PC's, 4-5 years of building experience, been a PC guy for almost 13 years I have never updated my BIOS which is odd, after doing a bit of research I'd prefer not to go down that route unless I have a back up motherboard.

It's some thing I never used to do,but in recent times updating both my laptop and the ATX motherboard has been a painless experience. Just follow the instructions and it was all fine.
 
Update:

I'm so lost. I replaced the PSU with a brand new one, tested the GPU, tested the RAM, cooling is more than fine, all HDD's/SSD's work fine. I'm left with the motherboard as the CPU is also fine. I'm going to try updating the BIOS but if this doesn't work then I'm completely lost.
