PC cutting out with GPU installed

Currently building a computer for a friend and the PC will not boot with a GPU installed. The PC works fine without a GPU installed as I've booted it up and installed Windows. The GPU is not the issue either as I've swapped it out for my own and the issue still remains.

I've tried all of the standard trouble shooting steps, reseating everything, changing PCI-e slots, I've changed the power cables and the slots in the PSU they fit in but the issue still remains.

It may be possible but highly unlikely that the PCI-e slots are all dud but in this case I don't believe it is the issue.

Does any one have suggestions on how I can fix this?
 
Is the BOIS set to only boot from the iGPU? If so it won't even check if there's an dedicated GPU. Change it to auto or PCI-e only. You'd know because it would make sounds as if it WAS booting but the screen would have no signal. Switching the video cable to the integrated video port would show on the monitor etc..

Or is it giving any beep codes? Or any other info that can assist in troubleshooting.

PSU not handling more load? If you've another system handy to swap components with might be worth borrowing another PSU and seeing if it magically fixes it. (also the GPU has all power connections connected?)
 
A bit of a long shot since hardly anyone has them these days but do you have an old sound card or a USB expansion PCI-e card you could try in that motherboard? If you do you can check and see if the PC boots up or if Windows registers the hardware.

You could also try updating the BIOS. Also try swapping out the PSU from your computer to your friends. Failing that I would say you need to return the board.

The only setting that can be found is primarily graphics device which is set to pci-e. It's strange now because the PC looks like it will boot (no error codes) with my GPU installed (290x) but no display output from either the board or the GPU.

My friend and I are using the exact same PSU (evga 750w supernova g2). That is more than enough for a 6600k/r9 390 which is puzzling.

All power connections have been triple checked.

Another idea, you've checked the video cable and monitor right?

Or do you mean the iGPU no longer works since you changed the primary graphics device to pci-e? If that's the case simply pull out the battery, wait a few seconds, then place back in on the mobo to revert to default settings or if its a fancy mobo their may be be a physical button to achieve the same.

Also try your PSU in his rig if his PSU is not yet proven to be sound.
