PC difficult to turn on - dying PSU?

Hi all,

Almost got my new (old) PC build together, but am often having problems where it won't turn on unless I flick the PSU switch off and on a bunch of times. I did the paperclip test on the PSU (a Corsair AX850), and the PSU did not turn on (at least I think it didn't - this model doesn't actually spin the fan up until a certain temperature or load, so hard to be sure) - although as soon as I plugged it back in, the power button on the PC finally worked again!

Safe to say this problem is being caused by the PSU?

When you do the paperclip test you need to have the psu plugged into something, a couple of fans for instance, to check it works.

Results of paperclip test: fan comes on for a few seconds then turns off - any further paperclip insertion gives no response until PSU switched off and on a few times.
