PC does not turn on after using VR headset - time for new build or fix?

I am having a very weird behaviour on my son's PC.
Every time he uses his Oculus Rift headset, the PC does not power on after turning it off!
He's got a 2-year old build, Asus Z390 motherboard with Intel i5-9600 proc, GTX1070 GC, G.Skill Ripjaws V 16GB, on a old case with good PSU.
When this happens, I manage to get it started again by disconnecting all cables from MB, removing RAM and CMOS battery, and then after a multiple tries, it powers-off power=on several times before I can get it going.
Not sure what to do here, replace PSU or another component or go for a brand new build, though it seems all GC are out of stock right now (is it the new Bitcoin run?)
Looked at this one which looks nice,
FIREFLY ENTHUSIAST - INTEL CORE I7 9700K, GEFORCE RTX 3070
If so, shall I update the SSD / and secondary disk or is it OK to transfer if no real tech advance?
