PC failing to boot

Hi all, looking for some help getting my PC to boot. I built a gaming PC about 2 years ago and everything had been going fine. Went to turn it on the other day and it was just power cycling (turning on for a few seconds then shutting down). I tried a few things but nothing worked. I was getting a red CPU light on the ez debug LEDs and after trying to reset/update the BIOS, I assumed something had broken.

I've tried:
New PSU - replacing an old 550w OCZ ZS with new Corsair 650w - doesn't seem to make a difference. It will power on fine when I try a BIOS update but the machine still power cycles with a red CPU light when trying to do a normal boot.

NEW CPU - bought a new Ryzen 5 5600x CPU. No difference, still the red CPU light on the old AND new mobo

NEW Mobo - Replaced the MSI B450 Tomahalk max motherboard with a new MSI B550 gaming gen3 mobo and tried updating the BIOS, still I get the red CPU light when I tried to start it up.

At this point the only thing I can think of that I've not tried is the RAM. It has 2x 8gb RAM strips in it. I've tried swapping them around, using only 1 but still I get the CPU light. If I remove both strips then the machine does get further, there's no red CPU light it just beeps and the RAM light flashes and it turns off.

Before I waste any more money replacing the RAM, I thought it best to check with some experts. At this point, it's pretty much a new PC but I'm running out of ideas.

You've virtually built a new system in the process of troubleshooting.

Ideally you would have tested the system outside of the case (breadboard setup) - but it doesn't sound like a shorting issue. That said i would try a skeleton setup with only the minimal setup required to boot - but i'm guessing you've tried this from your detailed post.

Memory along with the PSU is always one of the first things to test/consider with ambiguous boot issues - could you not borrow a stick RAM from a friend/colleague?
