PC for music creation/photos...

i've basically been assigned a task to either build or find a PC (with monitor/speakers etc) but after having a look around i am left feeling more then slightly confused

the PC basically needs to have good audio capabilitys, needs 768MB+ RAM, 60GB+ HDD and a 2.6GHz+ CPU... and it needs to be as cheap as possible

i've looked around and the price seems to be the same for building a PC and buying a package..
Just hoping that someone out there could help

thanks for the reply, its basically for writing notation music, on programs such as Sibelius. and just general family photo storage and word processing its for somebody thats moving to a PC from a mac and would need it as cheap as possible really.
