PC for Premiere/After effects

Hi,

Looking for a PC that can use the above programs rather well

In an ideal world -

All the basic stuff really:
Smooth 4k playback on timeline
Shorter rendering/transcoding times
Motion graphics
Manage and back up files quickly
Handle potentially multiple effects and colour grading

Budget would be £850, this is just for tower, no windows/peripherals needed

Any help would be appreciated!

seems either i7 8700 non K or Ryzen 1700 would be contenders, 4k rendering , thread count makes nice gains but with more specifics above, not sure if intel stronger core would be a better performer
