I have been playing several games lately like Rust, ETS2, Asetta Corsa. I would on average get around 150fps on all of these games and now when I play I get around 100-120 but its not stable always dropping to like 60fps constantly. I have a 4070TI OC, and a I I7 13700KF. I went on to the userbenchmark and these are the results I got any help would be appreciated. https://www.userbenchmark.com/UserRun/66835188
 
Not that I think Userbenchmark is worth anything at all, your result shows your CPU is underperforming vs other CPUs. This could be down to a few factors such as thermal throttling (CPU getting too hot), or something in the background running and hogging CPU resources.

I would advise installing something like HWiNFO64 to monitor your CPU and GPU temperatures, clock speeds and utilisation while gaming, it will likely give you some indication as to what is going on.
It was fun until I installed Logitech G Hub, which I have recently un-installed. What should I look out for in the background for hogging resources
 
I've removed all Logitech Software and the issue still persists, I have removed it entirely from the system. I noticed on the steam thread you posted that the guy had issues with his mouse and keyboard and I did notice the same for the first couple of minutes of plugging the wheel in that my mouse and keyboard wouldn't work and the PC would freeze for a couple of seconds then un-freeze but I am unsure why this would cause issues like this. I have made sure all my drivers are up to date, BIOS up to date. It's just the massive frame drop that I get in games that I did not get before is a massive issue. My PC is still under warranty do you suggest if the issue persists still to get someone to have a look at it? As I am not really tech savy.
