PC Hitches/Freezes few seconds after entering desktop

Hi all! So my pc does this weird thing where it lags/ hitches when I enter the desktop from starting up the pc. So when I’m moving my mouse around after a few seconds the pc will seemingly freeze or lag. It’s noticeable as my mouse hitches completely. I’ve tried reinstalling drivers, different mice, unplugging the second monitor, changing thermal paste on the CPU. It stops when I’m in safe mode. It’s been happening on two different processors and 2 different GPUs. I’m really stuck as the what it is. Thanks for reading any help is appreciated! I first noticed it when I got my new CPU and then I tried my old CPU and it happened on that one as well.

Okay - and after completing windows update and installing graphics and chipset drivers, but before installing anything else - including other drivers, programs, restoring data, etc - does this still happen?

What version of Win 10 is it? Is it connected to your Microsoft account or do you unplug the ethernet at that bit and force a local account?

Are you doing a fresh install from newly created install media or just doing a reset of windows?
 
It's related to drivers/software or something they do:
Safe mode doesn't load any background bloatware and also uses default drivers of Windows itself.

Check Event viewer if it shows some errors with fitting time stamps.
Also Task Manager would show something about starting time of things run automatically.
BootRacer should be also able to tell something.
