PC in boot up loop, wont start

I bought a "Infin8 Vesuvius" Intel Core i7 4790K @ 4.6GHz Quad GPU Extreme Gaming PC back in 2015.

About six months ago my pc started to take three attempts to boot before completing the boot sequence and going to the windows desktop, so no problem.

About three months ago the PC started to randomly shut down while I was using it.

Now when I try to start the PC it just keeps on restarting. Every third restart I get the bios window come up, but pressing F12, F9, End and Delete does nothing, the screen goes blank, I see my mouse pointer momentarily and I can move it around for a few seconds and then it restarts.

I have read the forums for similar issues, but cant find anything definitive. Any help would be gratefully received.

Is it worth returning it to OC to get fixed? Or better to use a local repair shop?

The PC cost me 3,300 so its not something I can laugh off or start willy nilly component replacing I think.

Things I have tried so far:
Cleaned the cooling units and fans and check they run correctly
Checked the PSU powers up properly
Removed 1 memory stick and then the other, and tried both in different slots.

it sounds like the psu if the system just shuts down while in use, if you can get into the bios head over the the moniter tab, in here should be a readout of the psu voltages, if any are low or high they may be highligted telling you a potentual problem, maybe worth changing the cmos battery to see if you can get into the bios, if you can check the voltages and go from there

do you happen to know the full system spec and what psu you have installed?

If it's at 4.6ghz then it's overclocked, try removing the overclock.

Also try removing the Gpu and see if it's the same running on board graphics.

Well, I just got my new power supply and fitted it and its still doing exactly the same.
While its booting up I am looking at the digital display fitted to the motherboard.
On first boot it says 8 and doesnt budge from that number - all I get is a black screen and then restart
On the second boot it says 8 and doesnt budge - all I get is a black screen and then restart.
On the third boot it goes through a series of letters and numbers : A8, A6, 96, 77 etc... the motherboard start up window comes up but pressing F12, F9, End and Delete does nothing. It restarts and goes back to the first boot up.
If I left it it would continue this loop rebooting all day long.

Other things I have tried: removing the GPU and tried booting it up with the onboard graphics. Does the same
Tried switching the memory sticks over and trying every combination, single and double
Tried booting from one hard drive then the other, with a boot up cd - but it did the same.

I am open to suggestions please. Whats the next unit I need to try replacing? OR do I need to admit defeat and send it to a repair shop?

Few ideas
Excuse me if mention anything
You already said as blocks
Of text I struggle with

Easiest first
Turn it on
Then hold down power button
Until it goes off
Do that a few times
Do you get safe mode/recovery options?
2. Remove hard drive connection /cable
Does it go to bios then?
3.remove cmos battery for 10 minutes minimum

As noted above - you need to provide details of your hardware such as motherboard, power supply, ram, hard disk(s)and graphics card.

The numbers you see when booting up may belong to an EVGA motherboard in which case they appear normal. Could you post all of the codes you see to determine if it is stopping on the same one each time? These codes are very useful when trouble shooting.

if it turns out to be an asus board that's not good, you have one one thing to try and thats a bios update via usb, if error code 8 still appears after the bios update i'm afraid the motherboard is dead, a few people online have had the same problem and even with a bios update or roll back didn't fix it.
i'd give the bios update a go as you have nothing to loose at this point, if it works happy days, if not all's not lost, you just need to replace the board or update the board, ram and cpu possibly cooler to something a bit more upto date, keep it intel or look at amd, almsot same performance as intel but cheaper cpu's

Could be multiple things dying/wearing down.

PSU failing could well cause such problems.
Bad capacitors can cause initial problems in booting from cold and when it worsens also shutdowns from unstable voltages are certainly possible.
But new PSU should correct that.

So could be something on motherboard.
Overclocked CPU certainly stresses it more.
Setting CPU back to stock would be one of the first things to try.
Replacing "BIOS"/RTC battery would be also worth of shot, because it can cause quite weird symptoms.

@8 Pack ^^^^^^^

not sure if warranty on these Highest Tier systems is over 3 yrs , most likely pushing 4 but seems you'd be past it. Hopefully big man can lend a hand .

Components though will normally have a Longer warranty if that is the part at issue, being 12 yrs max on the latest ones. Guessing yours might be corsair of Superflower which should be 7 yrs

Bios battery as mentioned by @EsaT could be low on power and does cause boot hell .

just loked online again at post code 8, on asus's rog forum members have reported the error code 8 can mean low power to the cpu, with that in mind do you have the 8 pin eps power plugged in, is there a extra 4 pin next door and if so is that also plugged in?

code 8 can also mean a bad cpu overclock or ram problems (running at its rated speed)

long shot but try combinations of both, keep the 8 pin plugged in, if the 4 pin isnt plugged in try that as well see if the pc posts sucsesfully, would be worth swaping the cmos battery too as others have said above
