PC isn't turning on my monitor?

I've just noticed a problem with a new build I'm doing.

When I press the power on switch the monitor is not turning on occasionally? It just stays in powering saving mode? This seems to happen very erratically. I've tried dissconnecting the dvi cable beofre and after power is supplied to the pc but I can't seem to find what's causing this problem? Basically the monitor (a Dell 20inch widescreen) keeps staying in 'entering into power save' mode.

Anyone have any ideas why this is happening?

Advice much appreciated.
 
Some monitor / graphic card combinations seem to be sensitive to the order and way you power them up. For instance on my current PC vefore I got a new flat panel I always had to turn on the PC and then very quickly turn on the CRT monitor. Didn't work the other way around. Didn'r always work if I was a bit slow turning on the screen. Never did get to the bottom of it. Just got used to it.
