PC keeps restarting

Dug out an old pc that was lying around and i'm trying to fix it, at the moment it just keeps rebooting, sometimes just after post sometimes as i'm halfway through installing an OS, all HDD have been formatted.
I have tryed almost everything; different os, different harddrives, different ram, different cables, different cd drive, opened the case up and put some spare fans in to try and reduce cpu temps (at bios cpu is at ~37°C), bios defaults (fail safe), also tryed using a different graphics card.
The only other thing i can think of is to try a different PSU which i may try tomorrow.

PC Specs:

Intel Pentium III 933MHz
512MB RAM
40GB HDD

Integrated Graphics: Intel 752 13 MB SDRAM

Chipset: Intel 815E

120W PSU

any help OCuk?

There are a few caps that have orange stuff coming out the top, but i've had other pc's with them and they worked perfectly fine. I'm guessing that something has broken either mobo, cpu or psu.
