PC lag problems

I have just purchase cities skylines II and I was experiencing a problem with lag. Initially the game was unplayable and I was experiencing lag from the start of the game now after around 5-10 minutes I get a stuttering lag of 1-2 seconds every 5 seconds or so. The game appears to be running but the mouse and keyboard will not register inputs at this time. I tried another challenging RTS title and found that the same happens, in this game the mouse pointer disappears and no longer works and the lag and unresponsive mouse continues until I reboot,.

On occasions I have seen the peripherals go off and reboot such as the keyboard and mouse. The CPU, GPU, MB, RAM, Mouse, are all literally brand new.

I have a good system so I know the rig is more than up to the task. In addition I should add that when I shut the game down the lag continues and I have to reboot to stop the lag.

Any Ideas what could be happening

I have updated bios, updated all drivers, reinstalled windows. I have not added anything recently or changed any hardware or software.
Specs: i5 13600kf, MSI 4090 32gb Corsair Ram, 1000w Asus PSU PCIE 5.0 ROG Z690 Maximus Formula MB Mountain Everest keyboard, Logitech Superlight pro x mouse

I tried again after 10 minutes same again, mouse stops responding, no mouse pointer this time, I used a joypad and this worked fine without any lag, but the usb's all switched off for a second and started up again on two occasions.

I am, jnow restarting removing all usb's apart from the mouse and keyboard and I will try again then post again.

I can see anything in the event viewer just a few warnings in system and application .net runtime (Microsoft.AspNetCore.HttpsPolicy.HttpsRedirectionMiddleware) and a WMI and distribution warnings
The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID
Windows.SecurityCenter.WscDataProtection

It is hard to say, most of the messages are junk, but you might find something relevant to your issue. This was something another poster discovered recently (a problem with the nvidia driver overloading their SSD with writes).

That sounds like a good troubleshooting step, it is possible that a hub is being overloaded, if you have a lot of devices (especially if they're high draw).

I have removed this I only had a fingerprint scanner plugged in before I did have an external hdd and a Bluetooth dongle, I will remove this completely and try now.

I also have this but it does not line up with the times I am having the issues, and it seems to be an issue with the latest drivers.

Session "NVIDIA-NVTOPPS-NVLOGS" stopped due to the following error: 0xC0000188
