PC locking up.

If I try to use my sound card or wireless card (both PCI) then my pc will either freeze up on this screen.

(Around that area too)

Or after being in windows for a couple of minutes, it only ever happens when I have a PCI card inserted.

Does anyone have any idea what might be wrong, is my motherboard faulty. Hope not because I'm just about to buy an 8800GT.

Make sure your mobo is running the latest bios, and try resetting the ESCD data incase there is a resource conflict

Using latest BIOS, and how would I do that?

There's usually an option for it in one of the BIOS sub-menus, grouped with all the IRQ settings.

Go to your mobo manufacturers website and find yours. There should be a section to download bios. Find the latest one and follow the provided instruction EXACTLY to install it onto the mobo.

try clearing the cmos, putting the sound card in then attempting to boot
