PC mouse/monitor not working

My brother restarted his PC today and then his mouse stopped working. Now the monitor isnt coming on, its just on the orange (standby) mode. The red laser on the bottom of the mouse doesnt light up now and he has tried 2 mice. It seems that all the ports on the back of the PC are just not working for some reason.
Anyone diagnose a problem here?

Well any HDD activity ? Fans ? Noise in general ?

Yes fans are spinning, graphics card lights up and spins, normal noise and activity apart from the mouse not turning on.

Ive cleared all dust out from the PC and all power connectors are in place. All I can think of is that one of the power connectors is broke which powers the USB etc. But I still dont know why the monitor is on standby, even if i press keys on keyboard.

UPDATE: I got a USB-PS2 convertor and now the mouse lights up in the PS2 port, but the monitor still won't come on. The graphics card lights up and spins but the signal isnt getting from the VGA port to the monitor. However if I take out the cable it says the monitor says no signal recieved so it detects that something is there, just doesnt send a signal for it to work :confused:
