pc not booting help

hi,
My friends pc has stopped booting crashed out of windows and now just getting a blank screen. cannot get into bios.
Case fans start up but cpu fan does not.
Going round later to have a look at it.
Im thinking could be cpu, cpu fan or psu.
any ideas how i could narrow the search without changing the components over as i dont have any spares.

Full system specs? If you can't get into BIOS it sounds like either a motherboard problem or a PSU problem.

Have you tried a CMOS reset?
 
off the top of my head its a gigabyte mobo, intel q9650, kingston 4gb ram. 600w ocz or corsair psu and i think a gtx 270 gpu. Ill try reseting cmos first of all.

i will get definite spec later and repost.
 
ok got the pc here with me.
Specs are gigabyte ga-ep45-ds3p mobo
intel q6950 cpu
2x2gb kingston hyper x ddr2
gtx 260
ocz 600w psu
not sure on the cpu cooler says evo on the top has a noctua fan fited to it.

Tried clearing cmos still the same.
lights come on on mobo and all case and psu fans working but not the cpu fan.
 
My mate damaged his CPU fan the other week and his was shutting down with no beeps. (He didn't realize the CPU fan wasn't working) The cpu could be completely goosed if its not coming on at all.
