This is my rig.
Windows 11 64bit

Intel Core i9-12900KF Desktop Processor 16 (8P+8E) Cores up to 5.2 GHz

Gigabyte GeForce RTX 4080 GAMING 16GB OC GPU

Ram 32gb

Hard drive 2tb SSD, 250GB SSD for windows and a Standard 4TB.

M/B Gigabyte B660 GAMING X DDR4

I just put in the i9 a few days ago and when I started the pc it did what it’s doing in the video so i tried another cooler from one of my older motherboards and to my surprise it worked but temps were in the high 90s so thinking it was the cooler so yesterday I got the deepcool AK620 Cooler but it did the same as before. As a last hope I took pc downstairs to try on tv there and it booted up fine and temps were low but when I restarted it, it went back what it was doing so I’ve no idea what the issue is. others have said I need more fans which I’m looking to get but clearly the pc works otherwise it wouldn’t have come on at all. I did update the bios too and again it booted up until I restarted. I’ve contacted a Pc repair shop who are gonna ring me hopefully tomorrow. Has anyone had same issue?

More fans aren't going to fix that
PSU is Corsair. pc repair guy coming Saturday to try fix it and if he can’t he’ll take it to shop and bring it back next work. Hopefully it’s something that can be fixed at home.
 
Corsair doesn't really help without model number
They don't make their own psus
Some have been great
But they have had some poor units too
I know it's booted a few times
So may muddy the waters
But does look like may be psu related possibly
Hopefully if he's a decent repair guy
He will bring a psu to test that option
No integrated graphics on that cpu is there?
But out of interest I would disconnect the power
To the gpu
And see if it stays on even though
You won't be able to see anything
Think this is the Model number CP-9020200-UK. I actually tried it without PSU connected to GPU but still did same apparently 12900 does have integraged graphics.

It does look like you have diagnostic leds
Bottom right corner of the motherboard
To the right of the cmos battery and front panel connectors
(Assuming got the motherboard correct and not another DOH! Moment lol)
Though it may be restarting too fast
For the diagnostic leds to be useful
Well I turned 50 in may so that was fun. :D
 
Just to update. Pc repair shop found the problem. The CPU pins on the board were damaged so I chose option to replace with exact same board. They emailed today saying it’s been fitted and tested and all working fine. They’re dropping it off tomorrow after 2pm. They did send a payment link which I’ll do when its dropped off.
 
Got pc back and it is running fine but playing Euro Truck with max settings and FPS is around 60 with v sync off, occasionally it drops to 20s & 30s for a split second before returning to the previous number. American Truck is a little better but people have said for my setup it should be much better. I’ve never really had such a high end setup so not sure what the FPS should be. Assetto corsa competizione on epic is around 80 although I have to turn some settings on like DLSS and i put that on quality because with DLSS off FPS was around 28. Is there a problem with my card or are these normal?
 
There's two things I'd do:

1. Run a few benchmarks like Mcnumpty suggested, preferably both CPU and GPU, e.g. try cinebench and unigine, so that you can tell if the CPU and GPU are working fine independently. Alternatively, you can watch the clocks and power consumption with something that records over time, like hwmonitor from cpuid, which will tell you if they are boosting correctly, or overheating.
2. Do a search on YouTube, e.g. "EuroTruck 4080" and check out the results at the same settings.

I run cinebench and score for cpu was 25879pts. Just run unigine and score for that was 4724. FPS was 187.5. Min 11.2 max 376.8 settings direct 3D11, mode 2560x1600 8x AA fullscreen and quality ultra. Looked at that euro truck vid and he’s definitely getting more FPS even though he’s not running in full 4k like me. I’ve got HWMonitor and I run that when unigine program run and cpu temp was around 50°c and GPU was around high 50s.
