PC Not Booting

Today morning I was having some problems with my PC, anti-virus wasn't working, instead of the desktop there was a black screen on boot-up and was having problems with java. So I reformatted my 64gb crucial m4 ssd and re-installed windows 7 64-bit on it. I installed most of the drivers. Then, I restarted the PC and now it is not booting into windows, it is just staying on the motherboard screen. It is not even letting me go into the BIOS or anything else. I cleared CMOS.

All my specs are in my sign except my motherboard: Asrock Extreme4 Gen3

It doesnt even let me do anything. It just stays on the screen like in the picture above.

Can't access bios, boot menu, etc.

When i press f2 to access bios, a black screen comes up. And then when I stop tapping it it goes back to the screen of the picture above

I have a 1tb seagate hdd full of stuff. I don't want to reformat that cos i'll lose a lot of important stuff.

I will try see if I see if I can get a hdd from somewhere. But my old pc has ide hdds

i think the problem is not the ssd cos i can't even do anything. Can't open the bios nor the boot menu

how do i test them?

edit: I just unplugged the ssd and its still staying the same.

can i just unplug the gpu from the power supply to test it?

now when i just left the basics plugged in this came up - i pressed f11, booted from ssd and it worked.
