PC not detecting keyboard

I have put my new rig together and it is running fine, I inserted the windows 7CD and it goes to the installation screen where i enter my language etc, but my keyboard is not being detected no matter what USB slot I put it into; my mouse is being detected kind of as the LED on it is lighting up.

Is this a problem with my motherboard/keyboard?
 
Yes but it's wireless, and it does not connect either. However this keyboard does connect to my other PC without any issues.

I have empty usb slots at the bottom of my motherboard, but no cables to fit.

really stuck here.
 
I have got it working in the BIOS, but when I get to the windows installation screen it stops working, i'll have a look for a USB option in the BIOS. wouuld be great if you could direct me and tell me what it's under.
 
Ok, I changed some option that was to do with USB which was disabled to enabled and it still freezes once i get to the installation screen.

The keyboards only work and let me get to the BIOs in the 3.0 slots, im thinking i've wired my mobo wrong? i still have usb 2 and usb 3 slots empty on it.
