PC not powering on

Hi,
My PC wont turn on, The standby LED on motherboard lights up but then when I press the power button nothing happens.
I have tested the PSU with a paperclip and the fans spin so hopefully thats ok.
Tried resetting motherboard and checking connections, nothing shorting etc

Anything else I can do to narrow down the issue?

Spec is

MSI P35 Neo2 motherboard
Intel E8200 dual core
4 GB crucial RAM
Corsair HX650 PSU (2months old)
 
Do you have a power button on the motherboard? If so try and turn it on that way.

Disconnect the connectors for HDD activity, Reset button etc and just leave the PWR button connected.
 
Tried as you suggested, still nothing.
Could PSU still be cause? even though it lights up standby lights on motherboard and passes paperclip test?
 
Yeah, I've had that quite often with cheap PSUs (went through 7 in 6 months back when I didn't know the difference between a good brand and a bad brand!). Everything would light up but wouldn't start up.

Do you have a spare PSU you could test with?

Yes, my mate is lending me one Tuesday. Bit annoying if it is PSU as current one is only 2 months old after Corsair replaced it under warranty :(
 
I know you said you had reset the motherboard, but I would unplug the power lead from the wall. wait for the MB LED to bleed the remaining power in the system, then remove the MB battery for 5min.
