PC not registering with MS account?

Has anyone managed to get their PC to register with an MS account lately? It used to be you signed in and your device would be identified by its digital licence and be registered. But it doesn't seem to to work it just says "no devices detected" even signing in with Edge, according to reddit sources MS are aware but its been broken for months. You need a serial number found on your xbox or whatever but custom build PC's don't have a serial number so no dice. Its almost as if they want you to purchase a prebuilt licenced PC from Dell, Lenovo etc...
