PC not shutting down properly.

Following the otherwise successful upgrade of a data drive in my pc it will no longer shut down in win 10. It starts to shutdown and then hangs with all lights on and fans whirling.

*If* I hold down shift whilst shutdown then it works fine. I even upgraded to win 11 to try and sort it but no beans. It restarts fine but won’t go into sleep mode either.

Any thoughts?

5950x 32gb 3080.

I'd backup everything and try a clean install.
 
Have you looked in the event viewer at the time of the shut down?

How many programs are running when the shut down fails?

Tried messing with the sleep settings, like hibernate?

Typically no program ms, maybe steam. I checked event viewer and I’m sorry but I can’t work it out! I’ve checked power modes and it seems to be locked to high performance mode with no way of changing.
