PC not starting as it should

Hi guys i was wondering if you could help me out. My pc over the last few months isnt starting as usual at times. its generally if i shut it down completely (then restarting when required) rather than resuming from hibernation.

The best way i can describe it is that the DVD drive starts momentarily for a split second (as it should) then goes dead and then resumes startup as normal if you were to judge by the sound the pc makes by the fans spinning and the DVD drive resuming startup actions - that clunking sound. BTW theres no disc in the drive.

Heres the a quick video made on my iPhone, please turn up the volume tho as its very quiet.


Any ideas before i start opening up my case? Im not sure if its a connections problem as it works perfectly, doesnt crash etc.
