pc not starting or shuting down correctly

hi guys
just a quick note, i recently plugged in a ex dvd rom into my pc which i then noticed a power surge.
so i quickly un plugged it and ever since my pc wont start or shut down correctly.
when shuting down it all goes off then on its own starts up again about 30 sec later(wierd).
and to start it up i have to quickly pull out the power lead going to the motherboard so it starts and then quickly put it back in.
is this down to the power supply not being powerfull enough or a fault with the mother board

hi so it keeps on rebooting even when you tell it to turn off? per chance do you have a hiper power supply?

only because the same thing started to happen to mine about a month ago hence i bought a new pc.. it is the psu.. buy a new one ASAP!!

thanks for your help,apparently i need a 550w psu for my gc 2900xt do you know of any good makes or doesnt it matter so much what make of power supply it is???
