Pc not turning on

Hey guys so my pc won't turn on I've tried most things I am capable of and could think of such as. Taking parts out to check what might be faulty. So checked components and took out graphics then memory while leaving psu in and trying to turn on computer and nothing came on. Then I put all components back and took out the CMOD chip and put back in and still nothing was happening. Then on the last thing I could think of I done the paper clip test on my psu to see if the fan was spinning and it was not when trying to power just the psu as far as I know.. I'm basically worried it could be the motherboard which is somehow dead is there a chance it could be that? Even though the fan was not spinning when I tried the paper lip test I am still not confident to just say its the psu so I'm thinking of just taking it to a computer shop and pay £15 for a diagnoses. What do you guys think? Also if it is the PSU in the end is it easy to instal on my own? I'm assuming it's just plug cables in motherboard etc..
 
Did you try changing fuse in psu cable plug?
Yes new psu is easy to install, just have to plug cables to right slots in motherboard, graphic card and drives.
