PC only shuts down after I've clicked shutdown twice

As the title says.

I've got an xp installation on a spare pc here. Everything works well, it's quick to load and not bloated at all. Only problem I'm having is that when I click shutdown it doesn't actually shut down. I have to click it a second time for shutdown to actually work.

What's going on with it? I'm trying to tidy up the machine for my grandparents, and it seems a stupid reason to reinstall Windows for, plus I really can't be arsed. It's a good install apart from this one issue.

So what do you reckon?

Just had a look now and it's doing it for restarts and logging off as well. Even if an application calls for a restart I have to manually restart via the start button a second time to get it to work. What the hell?

Thanks for the efforts but I sorted it. Turned out it was running an earlier version of Skype that was causing problems. Installed the latest version and its working again now.
