PC perminantly stuck in balanced mode?

For a little while now it seems like my PC has been stuck in balanced power mode, I've set it to high performance but it doesn't seem to do anything. It wont stay at a constant CPU speed(4.4ghz) untill I boot a game up or run a benchmark. otherwise its dynamic and changes between 1600 to 4400

Anyone have any ideas?

Have you got the power saving stuff disabled in the bios?

Nope speedstep is enabled but it normally stays at 4.4 when I select "High performance mode" now it's just acting like its in balanced all the time. The only thing that does work is sleep (Pc set to not goto sleep in high performance).

You can disable all the Cs, C1E, C3, C6 and you will get behaviour like you want - constant frequency and voltages. The energy saving settings in Windows are more or less for laptops anyway. I have never seen any difference when I play with them on a PC.

Just change the balanced profile. Go to advanced and set everything to max.
