Pc Problem

So my pc has been working perfectly up until now, and suddenly it has stopped booting, even to bios.

The most recent hardware I have changed is the graphics card about 6 months ago.

Nothing happened to the computer, just came home oneday and wouldn't boot, I have checked the ram as that was the first suspicion.

The most noticeable change was that when it 'works', when i turn it on, the psu fan goes 'fullout' and as soon as the motherboard kicks in it slows it, now the psu fan continues to go as fast as possible until i turn the computer off.

Please Help!

Do you have another PSU floating around ro one you can borrow off a friend? I would test if its the PSU first. But if it still fails to boot with another PSU then your motherboard is very likely dead.
 
I will try and get hold of another psu, the only strange thing is that all the correct lights are coming on, i.e. motherboard recieves power,(asus green light) all fans spin. and the graphics card is getting power.
 
Additional Info,

The problem occurred quite randomly, my mouse remained 'on' after i powered off the pc just before the problem, which is unusual, and also the computer had frozen, with the monitor seeming to be off, however, there was still a mouse cursor present.
