PC problems + upgrade suggestions

Been looking at my cousins PC ovber the weekend because he says he's been having problem. Sometimes when he turns it on, he gets no signal on his monitor.

Long story short, I've had this on test since yesterday and I've not found a fault other then it being unbelievably slow.
It passed a HD Tune scan, I also ran Prime95 and Furmark for several hours with no faults show, temperature were more then acceptable.

Only thing I can think of that could be causing problems would be the PSU, he's old 1 blew ages ago and I replaced it with a cheap 1 from work. Of course it could be his monitor, but he says he's tried his brothers screen as well.

He's also looking into doing a bit of upgrading. I'm going to recommend a SSD since he's using a bog standard 250gb at the moment, he's got 8gb of RAM so I think he's fine there. Graphics wise he has a Radeon R7 200, would he get much of an upgrade for say around £150?
Would it be worth upgrading his motherboard/CPUI, he has a AMD Phenom II X4 956 3.40Ghz. He likes his PC gaming, but as usual, he hasn't botherd to give me a budget.
 
What type of R7 200 does he have? An SSD will make a big difference in performance in everyday tasks.

Can you connect the monitor using another input to see if the problem occurs only when connected via HDMI, DVI or both. Have you tried reseating the GPU?
 
Have you done a scan for malware? That won't account for the monitor issue but might account for the slowness. The 250 GB SSD is fine.

How does the monitor fare on another PC?

A PC of that specification is very low for modern games.
