PC randomly not booting up properly...

Before a recent re-install of windows 11 I'd not had this issue before. Did a clean reinstall of Windows 11. Now, at maybe 50% of the time, the pc will get to the bit where it plays the windows startup sound, but just hangs. Pressing and holding the power button to turn off and then turn back on will always result in the pc starting correctly. This is from a cold boot, powered down correctly before hand.
Any ideas as to how I'd even go about trying to find out what's causing the issue? Being semi-intermittent is going to cause diagnosis issues I guess! Specs in spoiler tags as I've tried to include all the usb peripherals as well
