Pc reboot issue

just wondering if anyone could help me, i've recently got a new graphics card (palit dual gtx 1070) the card is great and i have no problems in games or any stress tests, it is overclocked but never artifacts, crashes or anything during any stress testing, survives occt artifact checker for 30 minutes, evga precision artifact checker etc.

there is one issue i've noticed, normally i play games with adaptive v-sync on, i've never experienced any problems at all when doing this.

if i've been benchmarking/stress testing i'll take v-sync completely off, again no problems, on occasion i have left v-sync off and started a game, at this point (not every time or anything and i can't replicate it reliably) as the screen goes black to load the game and it enters the game my pc reboots, does a complete hard reset.

I have a fairly poor psu (ocz stethxstream 2 700w), is it likely to be this as the cause of the issue? driver issue? or graphics card problem (the graphics card never fails any stress testing and never ever crashes once actually in a game it's only on this initial load where it's reset and only with v-sync off which upon entering the game makes the fps go to something ridiculous like 3000 fps)

That the issue is related to v-sync could point more to a driver issue rather than hardware. You can have a looking on any monitoring software like MSI afterburner/HW Info to see how the GPU usage/power changes.

If you run a game with v-sync on and max the settings so GPU load is as high as possible see how that differs to v-sync off.

I think your GPU is fine, and the PSU should be fine. The described 3000fps thing sounds odd, and I don't think that has anything to do with the PSU.
