PC refuses to boot - NO BEEPS

Hi all,

I have had my current system running with no flaws for at least 8 months in its current incantation (E6600, 4gb RAM, 8800GTS, 3x HDD, 2 x DVD ROM, 485w PSU).

It ran fine this morning. I shut it down, came back this afternoon and it refuses to boot. There are no motherboard beeps at all (so not a memory/GPU seating/CPU seating problem), and I can hear the HDDs beginning to spin, but nothing appears on the screen at all. The CPU fan spins a bit, then stops, then spins a bit, then stops. I've tried unplugging all devices apart from absolute essentials, to no avail.

Now, this seems to me like a PSU problem (my PSU wattage is a bit low for all the components I have), but would the PSU even conduct power at all if it were borked? Other than that I have no idea what this could be - perhaps a motherboard problem? :(

UPDATE: I've not changed anything, but when I turned it on 10 minutes ago it POSTed, loaded windows, but the CPU fan is still not spinning!

Most likely a PSU problem?
 
Also, have just plugged the CPU fan into the system fan power socket on the motherboard - no change, still just spins intermittently/not at all...
 
Just a question again: the CPU fan is an Intel with a 4-pin PWM power connector. Does that mean that the lack of spinning could be caused by the motherboard automatically controlling the fan speed (I gather that's what PWM does) based on temperature? If the temps are really low, perhaps the motherboard prevents the fan from spinning constantly, and just makes it start-stop?

Opinions?
