PC resets during boot

About 2 weeks ago one of my PCs suddenly started saying a file was missing at boot, tcip.sys I think. The PC still worked but eventually it would just reset itself during boot and give me the windows was interrupted during start up and would go on endlessly doing this.

I thought I had fixed the problem by replacing the hard drive and resinstalling windows but now the same thing has happened again and I'm thinking it must be a hardware fault but I have no idea what could be worng as I can't boot into windows at all not even through safe mode.

Could be a faulty onbord IDE controller... Although i expect your running SATA drives.

I take it that you run virus protection, as i seem to remeber a virus recently that was attaching itself to tcpip.sys

Actually that PC doesn't support SATA and I'm currently using IDE. AVS has been installed on it and found nothing.
