PC restarts while booting up

I took a PC round to a friends house and when it boots up it restarts and never gets into windows, you can hear the hard drive power down and it reboots, tries to boot up and the reboots again.

I bring the PC home plug it in and it boots up fine. I have even tried adding more hard drives to see if the PSU is struggling but its fine.

Any ideas why it wouldnt work in his flat. My immediately thoughts was the PSU but when its back here with now 3 hard drives plugged in it works fine:confused:
 
I think that it the next step, its an old flat and the old plug sockets. But how would this affect a PC booting up? Unfortunately I dont have a multimeter to test his power supply!
 
Fixed up a computer for a colleague, worked fine at my house etc, when he got it he said it kept crashing/rebooting/some times not powering on. He gave it back to me to have a look at.

I looked at it and found no problems, gave him my surge protector to use and it worked fine - turns out his extension cable was faulty (the little red light on it kept flashing on and off).
