PC Setup for £1000

Hello all, a family member has asked me for advice on a PC setup for his wife who enjoys photography so will be using various editing software on the PC etc, maybe video editing also.
I have not purchased any parts now for a good few years so am in the dark regarding recent setups.

Can anyone recommend what they believe to be a good setup within the £1000 budget that has a PC and Monitor including Windows etc
