Years ago I used to spec the PC's but now the one asking for a spec check advise.
PC usage likely to just be web browsing, emails etc so nothing spectacular required.

Any advice on the below:

Also, Windows 7 and 8 users get a free upgrade to Windows 10. So I recommend that you get a cheap second hand copy of either to obtain your free upgrade.

What, if anything, is special about Windows 10? I'm guessing not much if MS are kicking it out as a free upgrade.

Will it be similar to Windows 7 in appearance, or is it going down the same path as Windows 8?

The start button is coming back! also... other things.

Looks like a pretty big increment. They may be kicking it out as a free OS but I think it will have better than ever fluidity between windows devices, making devices that use windows more appealing.
 
Windows 10 (X) is worth getting. It's going to look a lot like Windows 8, but with added functionality. They're syncronising all Windows platforms. So Xbox, PC and phone will all basically shared an operating system. Means everything sync perfectly.
 
Browsers love RAM so get 8 GB, not 4.

And is a full ATX system appropriate, or would an ITX / NUC solution be better?

I've just Googled Windows 10. Its Start menu looks like a Windows 7/Windows 8 hybrid (i.e. 7 + 8 = 10) :)

I think MS are kicking Windows 10 out for free in an attempt to secure cross-platform dominance.

I learnt some years ago not to adopt a new MS operating system until at least SP1 had been released. ;)
