PC Spec for Grandfather

Can anyone help me?

My grandfather asked for a new PC, all he uses it for is your general day to day browsing and storing/viewing photos and videos.

So ideally a lot of storage. He already has a monitor and M&K.

A budget would be good. Though for what he's asking a laptop could do the job admirably. What size is his monitor?

Thought about getting an old Dell/HP/Fujitsu workstation from auction site for cheap?

Even though he will just use it for day to day browsing etc I'd still put a boot ssd in with a secondary 2tb hdd.

Everyone appreciates a quick boot. After having to wait 4-5 minutes for my old system to boot I know I do.
