Pc start up problem

Recently i have notice abnormal behaviour from my PC. When i restart my pc it will go through the usual process of closing everything down safely and then re-booting but when it is about to start up again nothing happens. The usual boot up shows stuff like the LCD on the keyboard turning on and the monitor turning itself on, none of this happens and when ever i want to do i restart i must turn off the pc completely and then swtich it back on again and if i leave it for around 20 seconds it boots up not bother.

I have tried my latest BIOS for the mobo but no change.

Any ideas what could be causing this problem?

Here are my hardware specs if it makes any difference

Hiper Type R 580 W (SLi)
Asus A8N Sli premium
AMD x2 3800+
2 GB crucial Ballistix RAM
2* 7800GT 256mb
80gb IDE HDD
300GB SATA

The only thing i can think of is ram, but i think its unlikely. More likely a dodgy install

If it is the RAM what could i do about it? i have had this pc set up for a long time now and never had this problem. It just happened all of a sudden.
